Title says it mostly, scroll wheel issues but more importantly the blue LED in my scroll wheel WILL NOT TURN OFF i have NO idea why, but its blindingly bright and hard o ignore, anyone got any help or is this a fried hardware issue?

Try unplugging the mouse, then hold down the scroll wheel button for a few seconds before plugging it back in.
