2021 razer blade gpu issue

Got a 2021 razer with a rtx 3060. Updated everything.
Only been using it for about 3 days lol. I have the GeForce experience and updated GPU drivers. I’ve noticed in the overlay of gpu clocks etc that my card seems to be NOT down clocking at idle. Stuck at 1425core and 7000memory. The ONLY time it idle downclocks like it’s supposed to is when I physically have the GeForce app opened and in tab. If I minimize to desktop it ramps back up, so I was thinking GeForce is forcing it. making my idle temps and fans unnecessarily high.(50C at idle) but uninstalling it didn’t help..
things I’ve tried
1verifying power settings.
2doing a clean install of gpu driver(using GeForce app)
3uninstalling GeForce using the windows app manager, checking with nvidia inspector, clocks still high at idle.
4. I have Logitech game software for mouse and headset, made sure that was set to power efficient, made no change.
5. Made sure razer synapse set to balance

I’m at a loss on how to make this thing clock down. During a game it boost clocks to 1800 or 1900 or whatever just like it’s supposed to.. I’m fairly confident it’s probably something stupid I downloaded but I can’t figure out what it is. Is the last resort to just do a restore? I made a restore point when it was first started. The next thing I’ve read is doing a clean install of nvidia studio driver, then restart, then a clean reinstall of latest nvidia game ready driver. Anyone have this issue before?
