2070 Max Q - PC Power and performance question

Love the computer. It looks great and performs great overall. However I always notice a huge dip in performance when many other players and objects become involved. I had a refurbished PC before this one same model (this is new) and the frames/performance seemed better. Perhaps the refurb had been overclocked and I wasn't aware? I read a bit on micro stuttering (bcdedit) etc but I'm not sure that that is the issue.

What might be causing that to happen?

Games I play - Wow Classic, League of Legends

Intel 9th Gen i7 9750
2070 Max q
16GB ram

Here's the CPU settings:

Are you getting similar performance degradation in all games? Have you tried reinstalling the GPU drivers, and do you mind sharing your in-game graphics settings?

This is by design. The processor only allows a limited amount of power so that all cores can work simultaneously without overheating.
Here ya go and yes. I've attached the screenshots. In this location I'm getting 160 FPS.

When I go into a more populated city it'll drop down to 60.

Depending on how populated the city is, the performance dip you're experiencing can be considered normal. Your current configuration is set way too high. You will want to sacrifice graphics quality if you want a steady 100+ FPS in densely populated areas. I'd start by lowering shadow, texture filtering, sunshaft, and particle density. You should also test your addons individually as those can also cause fps drops.
