4K HDR 60 FPS Youtube playback Razer 15 Advanced Mid 2019

Hi,
I have a Razer 15 with RTX-2080 Max-Q and Intel UHD 630 graphics with the i7-9750H processor.
I am running the OLED monitor which is supposedly HDR 400
I can not for the life of me figure out how to play 4k YouTube video at 60fps with HDR enabled smoothly. They all drop a large amount of frames. approximately 25%.

Does the hardware above support this?

Intel's information for the CPU states a max 4096x2304@60 via eDP. My monitor is 3840x2160@60.

With Windows 10 HDR disabled the video playback is smooth. With HDR enabled it drops frames continuously.

Forcing chrome to use the RTX-2080 to render the video does not fix the issue. The integrated graphics still gets hammered even though the GPU picks up some of the load.
