I recently purchased a blade stealth with the 1650 graphics chip and the 60hz refresh monitor. What I want to know is if i add an extra monitor at 120 or 144hz will the laptop push frame rates that high or am i capped at 60hz?

The 1650 is not capped to 60 fps for either internal or external monitors. It is unlikely though to get massively high frame rates on games just due to the strength of the GPU itself. Obviously the requirements of the game you are playing and the size/resolution of external monitor will have a huge impact on your real world fps.
