I checked Alexa again after actually getting Chroma devices and even did the thing about signing out, relaunching Synapse, then logging back in, and no matter what I try the Razer Synapse Skill will not be enabled.
I am aware this is a widespread problem and, although I am not a programmer, would suggest that the Synapse sign-in may be problematic and it may be more reliable to sign in with your Razer ID within the Alexa App, instead of the other way around.
If there is a way I can get the Skill working in the meantime, however, I would like to know because this was one of the reasons I got Chroma devices. One of the smaller ones, but still a reason.
