Hi there o/
I'm pretty much in the same situation. (Except that the phone simply won't update... For some reason, it believes that Android 7.1.1 is the latest version...)

Seing that your post got no reply what so ever, here is my 2 cents advice:
https://developer.razer.com/razer-phone-dev-tools/factory-images/

Get yourself a factory image, and install it yourself. (Pick the right one that suits your phone obviously)
Seing that the lasted available on the site (as I'm typing this) for Razer Phone 1 is the MR2 Andoird 8.1 (August 2018)... I'd suggest not delaying the installation too much, since the Android 9 update came out not so long ago... Especially since updates doesn't seems to stay available THAT long... For a 800$ product, that's a tiny bit disapointing to say the least.

I'll try to keep you updated regarding that mater.

P.S: This is the second RP1 I buy. Bought one for myself 2 years ago, no issue so far. Bought a second one recently for my mother since the last phone she had gave up on her after 5 years of use, and because I was fairly pleased so far with Razer's product (Also, I thought that having the exact same phone would help with the "long distance troubleshooting" I often do with her...)

P.S.2: Sorry for the possible typos. English isn't my main language.

Sincerely.
Same, my Android version of the second RP I bought is 7.1.1. I click "Check for update" and phone says "Your system is up to date".
All right, I guess it's time for a little update regarding this matter... I got no response from the Razer Support. Maybe because they are overwhelmed with mails... Or maybe it's not within their field of action... Anyway...

So, I noticed that my RP was booting with a stylized "3" as picture loader... After a bit of browsing, I realised that it was the logo of the "three.co.uk" company (check Wikipedia: https://en.wikipedia.org/wiki/Three_UK).
This gave me a first hint regarding the various ROM MRx releases you can see on the following webside https://developer.razer.com/razer-phone-dev-tools/factory-images/ providing the links to the ROM... And a basic tutorial.

At this point you have 2 choices:
- Find yourself an OTA zip file (from the same carrier service your phone run with... and it's probably the easiest choice you can pick)
- Flash the phone with the build you want (and that's the hardest choice... and that's what I had to go through)

I'll save you the search for the OTA releases (Be aware that they will ONLY work if you have the global version... won't work if you have the "three.co.uk" release (ckh))
- OTA Andoird 8.1
- OTA Android 9

Before doing anything... Make sure to use a spec-compliant USB Type-A to Type-C cable.
Also, make sure that you know how to install and use adb and fastboot.
If you know how to read (don't duh me, when I say read, I mean actually read without skipping stuff or not without understanding), and if you can precisely follow a cooking recipe, you should be good to go...
All right... Also, bear in mind that I'm not responsible if you brick your phone... Like a lot of peaople here, I tried this at my own expenses, and it worked. So take your time, don't rush things, and do your homeworks (like I did...)
ALSO, make sure you actually backup your datas... They'll probably get whiped...

There are a lot of tutorials teaching you how to easily operate the "flashing" or "upgrade"... Be it on Linux (Like I did), Windows, or with an SD card...

Now, just some questions I had to ask myself and eventually got answer for while browsing:

- I can use any ROM to flash my RP?
No... I'd advise you to stick to official releases that Razer kindly provided, and by all means stick to RP ROM (So, no RP2 obviously). Aside from this, you can use any carrier service (I've used global release for both of my phones)...

- I tried to run the flash_all script and it's stuck saying something about flashing the "partition0". What do I do?
Most likely you didn't enable OEM, and/or didn't root your phone... So the "script" is trying to flash the partitions, but can't... Just RTFM and properly "unlock" the phone... Also, bear in mind that Rooting your phone will erase all your data... Also, don't forget to "lock" the phone once you're done with all the flashing stuf... Because some services will be denied... And the phone warranty voided...

- I tried to run adb devices / I tried to run fastboot devices and nothing shows up... What to do?
Check if you properly have installed the drivers on your computer to operate the RP. They are fairly easy to find...
If you are operating from a Windows:
- Mirror 1
- Mirror 2
If anything, check that you have properly installed the latest version for adb and fastboot.

All right, that's all from me... If you have any question... Well, go ahead and ask... If not me, someone else may give you an answer...
Best of luck !
Just posting from my "main account" (Since I have 2 RP like I showed in the attached picture above running with Android 9.) in order to stay updated regarding that thread and be able to help if needed.
