HDMI Display Has Latency in Mouse Movement

Hey guys, recently became the owner of the Razer Blade 15" (early 2019), and I've found this weird issue that's been not letting my plug my laptop to an external display.

When I connect an external display to my HDMI port, and have the laptop display refresh rate set to 144hz there is a noticeable latency when moving my mouse/interacting on the other monitor. The laptop display stays perfectly responsive.

When I switch the laptop display refresh rate to 60hz, the second monitor starts acting normally, with no noticeable latency.

I tested this with the exact same setup, but different computer as a reference point, and I have also tried a different HDMI cable (even though this same one worked with the other laptop).

*I have all the latest drivers, including Windows version*
*I have not tried using any other ports for the display*


That's basically the issue, if you guys want to know a few other things related to this issue that I've played around with, keep reading.


  • When using only my laptop display (no other display connected) I went to "Device Manager" > "Display Adapters" > right click on "Intel(R) UHD Graphics 630" > "Disable Device" to see how the display performance would change if I force it to use the 2070 I have inside. Well after this I checked the driver it was using ("Start" > "Display settings" > "Advanced display settings"), and much to my surprise it said "Display 1: Connected to Microsoft Basic Display Driver" instead of the NVIDIA one. Furthermore when I checked the refresh rate ("Display adapter properties for Display 1" > "Monitor") it says 64hz, and it does not give me any other options to change it... Just to confirm whether or not the 2070 was actually being used I checked the Task Manager to see if there is any usage, and sure enough, it was at 0%, meaning if definitely was not using the GPU. The same thing happens with the other display connected, except the external display says its connected to the NVIDIA driver, and there is usage on GPU in Task Manager.

  • When I plug in my HDMI cable, and the monitor is sleeping, it will not wake up. My other laptop does wake up the external display, using the same cable, so the cable definitely isn't the issue.

Anyways, let me know if anyone has experienced something similar, or has any ideas about how to address this. My current thought is that there is a bad/damaged connection between the GPU and motherboard, bottlenecking the data transfer rate between the two, resulting in latency.

I've been on with Razer support, they said I should reinstall Windows, my question to that is how would that help?

Reinstalling Windows is a last resort type of thing but please PM me your case number so I get a better understanding as to why this has been suggested.
