I know I have posted this issue before, but I am reposting as I have new information. I have been able to narrow it down to my Razer Synapse 3 Causing the problem. If I shut it off through Task Manager, they work. I uninstalled/re-intalled and I got my fn keys back until I turned my computer back on today, now my media keys are back to being dominant.
System is a Razer Blade Pro 17 (2019 early)
