Laptop charger gives painful electric discharges

    I have a 13" late 2017 Razer Blade Stealth. Since a few months I have had the issue with my charger that every time I plug it out of the socket and accidentally touch the connection that goes into the power socket I will get a strong electrical discharge which is quite painful.
    Usually I remember to ground it somewhere whenever i plug it out but sometimes I just forget and that really hurts. I get that the transformer in my charger still has a good amount of voltage built up but shouldn't there be some kind of security switch built in to prevent this?
    I have not seen this effect in any other device.
    When I made contact with tech support asking for a replacement they just told me that this was a normal thing to happen with laptop chargers, which I find is a ridiculous statement.
    Anyone else experiencing this? Any idea what causes this?
