My 2013 Blade won't charge

So long story short, when I turn the blade on(without charger), it appears as though the battery is on 0% but the laptop continues to function, after a few minutes the battery level will jump to 7% without even being connected to the charger and then die out after a few minutes. When I plug it in to charge,the battery level stays at 0% and after 20 minutes the number would jump from 0% to 60% and die while charging.ive swapped out the battery with a new one hoping that it would solve the problem but it continued to happen.I then removed to battery from the system and began to use it using the charger and it worked fine, but limits my blade to being a desktop since the it cannot function properly with a battery. Despite confirming that both battery and charger are functional. The only thing I could guess is that it may be a board issue. Any thoughts as to what it may be or how I can fix this ?
