My Razer 15 2070MQ stuck at 300 mhz.

Anyone have same issue with my Razer blade 15 advanced (late 2019) 9750H-2070MQ, Baterry already ballon then i already removed it, use straigh AC adapter. Now i have error with my VGA, one day i have missing driver after windows 10 updated. then in-game (Dota 2, max setting) drop from 180 to 40-50 fps, Im already try reinstall driver VGA, already many many time reset windows 10, but this progressing have many time stuck in screen loading windows, after many trying already final install windows and fully driver, but my VGA still low fps, stuck at 300 mhz, im try research bios, already update lasted version via razer support, but now, im often have stuck at stage use bios (must freeze shutdown). My laptop already end of warranty. Now its just like a office laptop equal 500$, anyone can have inputs help me. Razer build this items not equal for his price eventhough its look interest.

Im benchmark 3Dmark just have ~1000 point, Furmark cant passs with 62% (5-10 fps). So sad.
