Razer Basilisk lags when scrolling down

I bought a Razer Basilisk last week and I'm having an odd issue with scrolling down.

When the mouse has just been plugged in, it is working fine for a couple of seconds, up to a couple of minutes. However, shortly after, lagging starts to occur when scrolling down in single steps. Sometimes the actual scroll movement is delayed for up to a second, sometimes it does nothing until the next scroll step is triggered and then moves 2 steps at once. The problem does not occur when scrolling up. The problem occurs regardless of the resistance setting of the scroll wheel. I've tested this on two computers and on multiple USB ports. On one pc I installed Razer Synapse when prompted, on the other I did not. Because everything works fine for a limited amount of time, I'm suspecting some sort of software or driver issue.

I did a google search and people have mentioned CPU load being the cause, as well as a polling rate mismatch between the configured rate in synapse and the windows polling rate. However, one of the computers has a 3700X and the problem occurs consistently, even when all threads are at <10% load. I've also tried all three polling rate options available through Synapse. I've tested other mice, they do not have this problem. On the one PC, I've uninstalled all mice drivers, to no avail.

I looked online for firmware updates or drivers specific for the Basilisk, but the support page just leads me to a Synapse ad.

Does anyone have any idea what else I can do to try and fix this?
