Razer Blade 15” Base (2019) Annoying "clicking noise"

I've had my Blade for about a month now and about 2 nights ago it started making a clicking noise whenever I tried to open an app like Steam, Opera GX, or even a game like Gmod. I've scanned for malware both on my files and motherboard I've found a temporary stop using ThrottleStop to disable Turbo mode, which seems to be the root of the problem but still, it keeps doing it at random intervals with no stop. Is there any other "permanent" way to disable or stop this annoying clicking noise?
