Razer Blade 15 Can't Run Destiny 2

I've been playing Destiny 2 for a couple days and the frame rate and lag is horrible. The early game runs perfectly at 60fps on medium/high settings but whenever the particle effects start going crazy, the game becomes unplayable. Every other second my frames drop drastically and my character moves in slow-motion. Switching to low settings changes nothing. I'm pretty sure my computer meets the recommended specs so I don't know why this is happening. I couldn't even get past the first 5 minutes of Elden Ring without that slow-motion frame stutter. My computer also gets really hot even with a cooling pad. My fans look a bit dirty too. Could that have anything to do with it?

-Nvidia GeForce RTX 2060
-9th Gen Intel Core i7-9750H 6 Core CPU 2.60Ghz
-16gb Ram
-200+Gb HD space
-All drivers and Windows updated

Ensure that your Razer Blade has run the latest Windows updates. Also, please check if your graphics card drivers are up to date:
