Razer Blade 15 RZ09-0328 lagging during gameplay

Getting frustrated and out of ideas. The same games have slowly become unplayable over the past year. I've checked the temperature using Nvidia overlay and it's operating within parameters. I don't know if this problem is from a windows setting or update or hardware degradation. I purchased it in 2020, it has an OLED screen with a RTX 2070 maxq. I purchased it with an extended warranty through Costco and Razer, but unsure how an issue like this would be repaired or addressed at all.

I've put on a fresh install of Windows 10, then 11 thinking it might have addressed a driver issue or any internal software problems. Even with nothing else installed other than Windows OS and steam, it still lags on Watchdogs 2. Any help would be much appreciated. Thank you to the forum!
