"Razer Control Device failure to install driver"

I just bought Razer Viper mouse. I've insttalled the Razer Synapse 3. After pluging my mouse in I got a notification about update in Razer Synapse. I clicked "Update", waited a while and then clicked ok in a Windows prompt asking me whether I want to install new driver. After it's instalation I get a notification about failure to install Razer Control Device. I get "Razer Viper ready to use".
Afterwards my Razer Synapse doesn't detect any device.

I have a Windows 7 PC.

What I have tried to no avail on two different PCs:
1. Installing Razer Synapse on another PC (laptop with Windows 7).
2. Killing all processes and applications of other manufactuirers like Roccat Swarm and Mad Catz. And reinstalling Synapse afterwards as an admin.
3. Unplugging all input devices (keyboard, gamepads, Roccat Leadr mouse, Mad Catz mouse, Razer Seiren microphone). And reinstalling Synapse afterwards as an admin.
4. Uninstalling all mice, keyboards and HID in Device Manager. And reinstalling Synapse afterwards as an admin.
5. Enabling "Test Mode" in Driver Signature Overrider to disable driver signature checks.
6. Disabling firewall and antivirus.

Every unisntall I've done was as fresh as I could make it. Before every action stated above, I have uninstalled Razer Synapse, removed all folders from: C:\\Program Files (x86)\\Razer and C:\\ProgramData\\Razer directories. Then I have restarted my PC to try every single action from above list.

Please help me solve my issue.
