This camera works fine on other devices.
I used the Kiyo firmware updater to make sure it was fully up to date.
It is never detected on my new (to me) Dell 2 in 1 7210. Makes no difference if I install Synapse first before plugging in, or wait until after. Have used the Razer not-detected software tool to clean up/wipe old drivers.
No conflicts are seen in Device Manager.
There is no sound from the laptop or light seen on the Kiyo when it is plugged in.
I confirmed that the USB port is good by testing it with other devices.
So it seems that there is some conflict with this camera on this device.
If anyone could give me any other suggestions to try I would appreciate it.

I strongly suggest you try updating the BIOS of your laptop and reinstall the driver of the Razer Kiyo camera. I also recommend you try reaching out to Dell support for advice since the camera is working fine on other devices.
