Razer software issues

At the end of December, I started having a issue where I would open either synapse 3, or cortex. The app would open to the login, and would just freeze and automatically close, and then would restart the process by itself. When either program auto closes its self, the process's will stack every time it reopens. I think at one point i had 19 cortex process on my task manager running.
I have uninstalled all razer programs off my computer, except for the files in 'Program files (x86)'. Every time I try to delete them It tells me I can't because the applications are running.
I haven't received anything back from razer support so maybe someone can help me out on here, I don't have money to buy new peripheral, if someone can help me out would be greatly appreciated.
Never have had any issues in the 3-4 years I've use razer products till now

open
windows->run (shortcut windows key + R)
type 'services.msc'
STOP all the Razer services
double check this in task manage so that no razer product is running
then try delete the 'Program files (x86)/Razer' folder

BETA....
uninstall should stop and remove these services and may require a reboot.
but i guess this didnt work using the beta uninstaller.
