Please put up a screenshot if you're getting an error message so we can better understand your situation. For now, try to repair the app. If you click on Uninstall/Change, you should see the Repair option. Do send me a PM if the problem persists.
I have the same problem but instead of getting an error code , it just keeps showing the loading UI element and nothing happens ... it happened after the update ( wich took a full eternity to update the last 15% or something )

I went through something similar and this is the trial and Error process I went through to finally get Synapse 3 reinstalled and working correctly:

My Razer Synapse 3 stopped working so I uninstalled it and deleted everything Razer on my computer’s files. I then went online to Razer’s website and downloaded the Razer Synapse 3 install file and tried to install it. Every time I would get stopped at 2% and it would say error code 528040. I then redeleted everything Razer and even uninstalled all drivers for my Razer products (Mamba Tournament Edition, Blackwidow V2, Seiren Elite Pro, Firefly). I then rebooted my PC and left my Razer products unplugged and tried to install again and it still would get stuck at 2%. I repeated the last process but rather than installing from Razer’s website, I plugged in my Razer products and let it install Synapse 3 through their own process. It did install Synapse 3, Cortex, and Softminer. But, now each of these programs did not start. They would open and then say failed to start. I repeated both processes I did for installing twice and nothing had changed. So, I had all three programs installed but they always would say “fail to start.” I then tried repairing the applications and it did get some things to work. It kept getting an error when trying to repair Synapse 3 and when trying to open Synapse 3, but Razer Central, Cortex, and Softminer were all running normally. So at this point, I just couldn’t get Synapse 3 to install correctly, repair correctly, or open at all. in Razer Central, I hit check for updates and it said all three applications were up to date. I then unplugged all my Razer products and tried to open Synapse and nothing happened. I tried to repair it with them unplugged and it would only make it to 10% before hitting an error in repairing. I rebooted with them unplugged and tried these two things again and no success. I then uninstalled just synapse through the modify option in the uninstaller and then used razer central to reinstall and update it and it finally worked!
I can't even uninstall it ...
Going to try to just delete everything and reinstall trough razer central
It also doesn't help at all that I need Synapse 2.0 for my ourobouros and tartarus and synapse 3.0 for my blackwidow and razer headset ( kraken I think )

Short edit ... I can't get anything to work now , I can't even reinstall it anymore

I was in the same boat, I had to look through all my computer's files and manually delete everything Razer. This meant I had to stop all Razer processes in task manager first, then delete.

Try that, then go into device manager and uninstall all human interface devices, keyboards, and mice. Uninstall your mouse last as you will need that to finish uninstalling the rest. Then unplug all your Razer devices and reboot your PC and plug all the devices back in. Those devices should prompt an earlier version of Razer Synapse 3 to open setup and allow you to install. If it doesn't let you install, try reinstalling from the Razer website again. At this point, it did install but wouldn't work. I then clicked uninstall Razer Synapse 3 which prompted a page which allowed me to choose to repair. I tried that and it didn't work, but it did get Razer central to work. From there I uninstalled Razer synapse only and used razer central to install Razer synapse and that did the trick.

It was a lot of trial and error for me and it really is incredible how difficult it is for so many people to make it work... I spent about 4 hours reading and trying everything I could find online. Hopefully, this helps!
