[RESOLVED?] GPU limited to 300MHz, Razer Blade 15 Advanced Model 2019

My Razer Blade 15 Advanced (2019) suddenly started preforming terribly in 3D Mark benchmark tests I preformed. After only a 4 day period my scores dropped from 6075 (which I still think was low for my laptop) to 783 and has very consistently stayed around that high 700's mark ever since.

I have tried updating drivers, closing all background apps, Nvidia power settings are set to prefer performance, and even hard formatting my computer and transitioning to Windows 11 but no significant increase. I just cleaned the vents so they shouldn't be causing any overheating, and the thermals have always been extremely cool during tests (as if the GPU wasn't really engaging up to its limits).

The only thing I have done to the computer hardware wise since factory was to replace its battery after it began to bloat several months ago but afterwards it operated like new for a time before dropping some performance but nothing like this.

The only quantifiable issue I can see is that in my benchmarks the average GPU clock is sitting at 300MHz which is far from optimal and doesn't seem to budge.

EDIT: Miraculously, my benchmark is now 6109 and I have no idea what changed... My best guess would be some driver somewhere desperately needed an update but for the time being (barring a relapse) I consider this case closed.
