Ripsaw HD 30 FPS for capture and In-Game

After looking for a bit, I couldn't find any threads addressing these issue

when I start up the ripsaw, it states that stream output is at 1920x1080 @ 30fps, however SLOBS shows it's output at 1080@60. I don't know if the Ripsaw is capturing at 30fps and SLOBS is scaling it up to 60, or if one or the other takes priority. Is there a way to set the Ripsaw so the Resolution Update message shows up as 1920x1080 @60FPS?

For my other problem the 4k passthrough seems to be capping my in-game FPS to 30 instead of 60, or perhaps it's affecting my monitors refresh rate itself. i don't have any software to test this, but the built in tracker in my monitor won't go above 31FPS. I don't have this issue when my PC and Monitor are directly connected directly.

Update: turns out that it's causing my monitor's refresh rate to cap at 30htz, I found out that I need HDMI 2.0 to DP cords/adaptors(my monitor only has hdmi 1.2 or 4)in order for the 4k to reach 60.

My current problem now is that I dropped everything down from 4k to 1920x1080 incrementally, and none of it reached 60fps.
