After Windows 11 v.10.0.22631.3880 update (incl. KB5039895 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 and Windows 11, version 23H2) followed by the clean install of RAZER Synapse v3.9.630.62714, my mouse RAZER BASILISK V3 is unable to store profiles or Cycle Up profiles on mouse board memory.

I was having the same issue, and found a possible fix that worked for me. I completely uninstalled Synapse 3 with Revo Uninstaller, and Razer’s Driver Removal Tool 3 times to no avail. However, I learned there is a new Razer Synapse beta for “The New Razer Synapse.” After installing the beta, everything works again.

Bullseye! Thanks a lot mate. Your solution with that Synapse 3 BETA worked perfectly for me too. Before seeing your solution, I opened an online ticket (chat) to tech support with the logs and evidence to study the issue. I congratulated the tech support guys for being very fast and polite. There is a .NET or BASILISK firmware conflict that stops the Razer Synapse Service and Synapse 3 v.20240710 freezes or crashes and RAZER BASILISK V3 disappears from the Synapse page. They promised to fix Synapse 3 and another update will follow. But I've already fixed my mouse settings and saved them directly to the mouse memory and I can work now without the BETA app which I disabled to keep it and not to be broken that too with some stupid update. LOL
