My screen freaks out when I watch videos sometimes

Sometimes when i watch videos, on any website not specifically youtube, my screen starts flickering and the scroll will be messed up. ill see stacked iterations of fractions of the video and the more i scroll down the smaller and more iterations there will be. usually i just have to scroll up and down to solve the problem or just restart my system and itll work fine for days and then suddenly itll happen again. are there any permanent solutions, i’ve tried updating my graphics card driver but windows says i have the most updated version for my system. i tried taking a video of the problem but for some reason the screen cast Xbox game bar uses couldn’t capture the flickering. any help is appreciated, thanks  video
