I have in my PC GTX 560Ti, i5 2500 and motherboard Asus p8p67 (16gb ram)
Should I upgrade my GPU and CPU?

If you have the budget, go for it!
It depends what games are you playing etc :P
But yes, if you have some budget, I'd upgrade it (I'd go with Ryzen)

If you do end up upgrading... GO WITH AMD. they are taking major leaps in the gaming community. Im talking 7nm processors and graphics cards. and they cut the competition in price too. although I have seen some rumors floating around the internet that Intel is about to release... wait for it.... a graphics card! and apparently its going to completely destroy the latest AMD card by like 40% regarding specs. just a rumor though. But yea id say if you have the money and you think it is worthwhile investment... go for it... and GO WITH AMD!!!!

With a new graphics card you could of course get a lot of performance out of it. Older games and new ones will run better. CPU upgrades will be more difficult. For this you would need to know the right socket on the board. Then of course an i7 will do Sin. But, not all boards are compatible. So you would probably need a new board as well. Let's do a rough calculation.
- Reasonable mainboard with CPU about 450 Euro upwards
- Graphics card from 250 euros upwards depending on applications and requirements.
- RAM 16 GB are sufficient but is it fast enough? New 2x bars from about 80 Euro.
That's quite a lot. So it depends on what you want to do with the PC in the future.

Lol yea completely forgot to mention... thanks for reminding me... don't forget about BIOS updates... they can be a real pain to try and get a compatible board like M-S-G said.

Of Course you should!
Go for 1060 TI and I7 7200-8700 as minimum.
Remember about RAM 16 GB DDR 4 will be enough

yes, you should but go with ryzen because it is as good as intel but usually goes for less.
Depending on your budget, totally! If you only have cash for one or the other, personally I'd go with the GPU upgrade first and then transition into a new CPU and mobo when money permits if that's something you're able to do.
I think you should wait a little bit because of Corona. The hardware is very expansive today.
