Creating a custom chroma app

Hello, the implementation of the chroma apps is very interesting for me. I love how some games will change the colours of your chroma enabled items and react to the game itself. For example, in Overwatch, the colours change depending on which character you play as or in Killing Floor 2, the colours will flash when healing, being set on fire, and so on. I was wondering if it is possible to create your own app that does similar things like these examples as I'd love one for Rainbow Six Siege.

I was thinking that colours could change depending on the season colour (right now it is Burnt Horizon so the colours would be hot pink when on the main menu) and can change to the classic blue/purple when in the other menus. When in game, the colours can change to which ever team you're on (blue or orange). The WASD, shift, ctrl, c and any other action keys the player has set staying white to match the theme going on with the in game button prompts. The chroma can flash white then fade back to your team colour when you are flashed. When losing health, it will slowly turn more grey, becoming less saturated with the less health you have until you die, flashing red then fading back to your team's colour (during the zoom up on who killed you). These are just some ideas I had for Siege and I think it would be very cool to see something like this if possible.
