My Kiyo Pro "in use" is always on.

I have a Kiyo pro and it was working just fine until today. When I started my PC, I got a notification saying that my USB controller is out of resources. The camera would not work. I tried plugging it to a different USB port and my PC seems to recognize my camera but the apps keep telling that is in use. The "in use" is on but no apps that are using it. I tried updating the firmware, removing the device from device manager, and uninstalling synapse and reinstalling again. Now the last part did work until I plugged in another razer device and now I am back to square 2.

Update: I disable the ability to let other desktop apps to use my camera and now the light is off. It seems that app "AMD user experience Program Installer" might have using my camera. I have no idea what that is or why it is using my camera. Now the Camera Module seems to be stuck at the keep current setting question prompt. You know the one where local setting and cloud setting are not sync so it is asking me to pick which one to set. Both buttons seem to do nothing
