Did you already try performing a clean installation of the app and reboot your PC?       Before we fix this, please install the Microsoft Visual C++ by following the steps below:

      1. Download Microsoft Visual C++ here: https://aka.ms/vs/17/release/vc_redist.x86.exe. This is provided from the official Microsoft page:
        https://learn.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170
      2. Install it
      3. Relaunch Razer Cortex.
