RB 15 2019 Advanced Model (RTX 2070 maxq) freezing and temps reaching 100 on slight load

Hey, I have a RB 15 with 2070 maxq and it worked perfectly fine until two weeks ago when it suddenly froze and since it has been freezing if I play games or do anything which is intensive for CPU/GPU. It also get stuck at a black screen after window updates finish installing and try to restart it automatically. I have replaced the swollen battery, replaced the fans and redid the thermal paste. The issue still persists. I also updated my drivers and clean installed windows and even reverted it back to factory image. OCCT and Intel XTU show that the temperatures reach 100 C even on slight load such as opening a browser. The fans suddenly ramp up even if I try to do certain basic tasks. Sometimes I noticed that one of the fans randomly slows down or stops turning (this happened even before I replaced them). Someone please help, this is the only computer I have and need it for my work. Thank you.
