GPU limited to 210Mhz

Razer blade 17 (mid 2021) RZ09-0406 Windows 10 Home 64-bit

My GPU has limited itself to 210Mhz making all games I run run really poorly.

Using software such as HWMonitor and GPUZ it's saying my GPU chip power draw is 522.3W (max) and my board power draw is 752.7W (max), and PerfCap reason is Pwr (Limited by total power limit) which it shouldn't, and stays at that level even with nothing open.

Any suggestions on what may be the issue.
