Some people say it is possible, some don't. Is is possible to change light setting for my razer products from spectrum cycling to static when i just press the button to turn my pc on? I've tried many things but none worked.

Razer peripheral that work via Synapse 3.0 require the app to be working in the background to achieve the lighting effect.
What you are experiencing is a default lighting on the Razer peripherals, where the Synapse 3.0 is not running in the background.
Because Synapse 3.0 can only run when you are logged into your Windows, and because latest Razer peripherals have non-onboard memory profile to maintain the lighting, there is no solution at the moment to maintain the lighting without the Synapse 3.0.
