Why does my fps keep dropping in games when i'm low on battery and when razer cortex auto boosts my laptop,new to windows btw not sure all the features i should be using

When you say low on battery, it means your laptop power socket is not charged.
So, you might want to check the battery(right hand side bottom) on the Taskbar of the windows. The battery by default goes to "best battery life" which will definitely have a hit on the tasks which you are doing on the computer.
You will have to manually change the bar to "Best performance", but note the laptop will shutdown quickly as its running out of juice.
And when you connect it to the power, it should go back to the "best performance" and vice versa.
In case you want to tweak the settings you can do it at
>System>Power & sleep
