PC gets super slow for 5 seconds, and speakers makes beep noise as I move mouse

Im not sure if its Razer synapse but recently my PC randomly goes super low FPS and then as I move my cursor, theres a series of beeping as I move my mouse around. Then its back to normal. Is this a Razer Synapse issue? Has anyone encountered this?
