Razer kiyo not working but shows itd connected to my pc

bought razer kiyo brand new from razer.com. when i plug it in the LED light doesnt turn on to show active and the ring light isnt on but it does show its connected to my pc but when i pull up synapse it says "camera is currently in use on a different app" i have ended all tasks through task manager and have updated all drivers and disconnected and reconnected the device multiple times and even tried different usb ports. i have also tried it on a differnt device and still nothing. is there anything i am doing wrong or does it just seem to be a faulty device? i feel this is a returned item that has been resold as when it arrived it only had protective plastic around the ring light but not the lens which i feel would be more important. i have seen some unboxing videos and it seems that there should be more protective plastic. what are your thoughts and ideas on what to do?
