Boot and Date/Time Issue - 2018 Blade Advanced

I have to break this down into multiple posts as any post I create with more than just a few lines comes back with an "Access Denied" pop-up:

I'm about ready to give up on this one. This is a very specific issue. I have only seen a handful of other people posting a similar problem. However, I guess a more novice user might explain it differently. Under certain conditions, the system will fail to boot "normally" (it will eventually boot... explained more below). Also, in these circumstances, when the system does eventually boot, the date and time are incorrect (they do NOT reset).

Here are the symptoms in more detail:


- If the system is running, any restart works fine

- if the system is shut down, any start within about a day is fine
