Help I have Razer DeathAdder Elite
every time i turn my laptop on i have to unplug my mouse or i get a black screen and a lot of beeping

What laptop do you have? Tried plugging other USB ports?

booting windows just beeps until it loads acer aspire 7551 windows 7

Can you find the beep pattern from here: https://www.computerhope.com/beep.htm (note - you must check which BIOS vendor do you have, if you boot to bios there should be information is it Award, or AMI or Phoenix bios).
