Laptop Screen goes black for a split second and comes back on

The title says it all.
I have a razer blade pro 2019 15" and after coming out of sleep mode, the screen will go black for less than a second 20 ish times with 30-120 seconds between each flicker.

I've tried booting up in safe mode and reinstalling all drivers.
If you look closely the screen goes into that black/white fuzzy state right before going all black and turning back on again

any assistance on this would be greatly appreciated!
