Razer Kishi Does Not Work with Steam's Elder Scrolls Online?

I just got my Kishi in today, having ordered it exclusively to play ESO while away from the PC. Steam Link and Moonlight both worked to get the mouse moving with the analog stick, but in-game nothing about the Kishi seemed to work - directional pad, analog sticks, and all buttons that should work in-game did not. It was strange to see the device acknowledged prior to in-game, but once the game launched the Kishi just kinda rolled over. Am I missing something here?
