Since installing Razor Cortex and Synapse my computer DOES NOT FUNCTION anymore. Sure it starts up but nothing else works. No programs load, my taskbar doesn’t appear, ctrl alt delete doesn’t function. I can’t even uninstall anything.

whats are my options here?!?

We are sorry that we cannot reproduce this issue on our side. If Razer Cortex did not even start, it is not likely to cause this issue. We assume this issue may relate to other apps on your PC.

The level of issues that OP pointed out isn't something an app like Synapse can cause even when malfunctioning. The app has got nothing to do with the taskbar nor program uninstallation. Those are some OS-level functions. That said, he may have to resort to a system recovery.

Thank you very much for telling me this. You are right the app will do nothing to the PC if it is not started. Just to confirm from you that it is not a Synapse-related issue.
