If you have said to yourself “why the fk is this on a keyboard” Then you are at the right place. The “Razer Analog Joystick” is the worst thing since Jeffery peestein in my opinion.
The best way to disable it is to use HidHide, essentially driver hider. To find it using google just search: ds4-windows hidhide, it should be the one that says this specifically: HidHide - Gaming Input Peripherals Device Firewall. instructions below
