Is it possible to change the colour of my mousepad without having to have razer apps open at all times? Like with Logitech G Hub having On-Board memory so you can change the colours and sensitiviy for the mouse universally, with g hub installed or not.

Currently no. In future - maybe (Windows 11 Dynamic lighting devices support, but it’s still in dev build, supporting some Razer Mouses and Keyboards, no mousepads currently).
You can also try 3rd party app like OpenRGB.
