Just got the Deathadder V3 pro, what is the dongle adapter that comes with the mouse used for, and is it needed to make the mouse work?

It is a dongle extension, that you can put on a desk to have better signal.

If I have my pc on my desk would it be roughly the same quality wireless connection as if I had the dongle adapter?

I’d say yes, but it depends on the environment. Other USB 3.0 devices also can interfere with the wireless signal, so it’s always good to separate is as possible from it: https://www.usb.org/sites/default/files/327216.pdf

Does that default Dongle polling rate at 4000hz ? Or i have to buy seperately a new one ?

No, you have to buy Hyperpolling dongle. It’s up to 8kHz: https://www.razer.com/eu-en/gaming-mice-accessories/razer-hyperpolling-wireless-dongle
