Does Viper's dock charge while PC is off?
I noticed that the Viper's DPI LED turns on (green) when docked even when the mouse is off. The PC is also off. Is the dock charging the mouse in this state?

This isn't really a function of the dock. It depends on your motherboard/bios/OS settings... most computers have a way to configure if the USB ports should provide power in shutdown state or not. If your PC is configured to provide USB power in shutdown state, the dock will remain on, and will charge your mouse.
