every time i turn my laptop on i have to unplug my mouse or i get a black screen and a lot of beeping

What laptop do you have? Tried plugging other USB ports? It's getting black screen / beeping at BIOS level or after booting windows?

booting windows just beeps until it loads acer aspire 7551 windows 7

Can you find the beep pattern from here: https://www.computerhope.com/beep.htm (note - you must check which BIOS vendor do you have, if you boot to bios there should be information is it Award, or AMI or Phoenix bios). You can also try update your bios to the newest version.
