motion blur wont turn off

I have a raptor 27 and am unable to turn off motion blur I go into the menu to turn it off and less than a minute later it turns back on this has made my user experience terrible for the past couple months and wish to fix it ever since I started having this problem it has only got worse. In the beginning it would be a couple of hours before it turned on now as I've mentioned it's less than a minute if anyone know what's wrong please let me know
