Razer Basilisk v3 needs to be reconnected after every boot

Why is your device like that and not accepting usb device address after boot?

Log for reference (device was repluged at 40s mark):

The same situation happened to me. I had to demand an RMA, because “tech support” was wasting my time with their useless troubleshooting guides. I had to explain to their AI complex that a defective/faulty unit cannot be fixed… They couldn’t understand that… 

So they finally agreed to an RMA, and sent me a Basilisk V3 replacement unit (they couldn’t even get my shipping address correct and it was lost in transit)… Once it arrived, the unit worked without any issues for about a couple of weeks. Then I began to notice the same problems as before, and everything is repeating all over again.
