Blade 15 (2020 base) idle fan noise

I purchased a Blade 2020 base with an RTX 2070 in late May. I use it with a Razer Core X Chroma and RTX 2070 Super attached to an external 4k display, kb, & track ball. I upgraded the RAM to 32 gb and added a second m2 nvme hard drive at the same time as purchase. Up until recently, the performance has been wonderful. Over the last few weeks, the system fans have been running constantly and at a relatively high (and quite noisy) output, even at very low loads (a couple of browser tabs open). The fan control options in Synapse 3 do not seem to significantly change this. Neither do the power control options in Windows (setting cooling to passive with or without plug-in and also limiting my max cpu output).

Windows is up to date.
My video drivers are up to date.
I have uninstalled or stopped virtually every extraneous process.
I have uninstalled Synapse 3 (and then re-installed it).

Still, the fans blow constantly. Please find below a capture of task manager from the last 10-15 minutes. What else might I be able to do in order to address this? Again, this has only been an issue recently. Up until a few of weeks ago, the fans would only noticeably spin up under high loads. Thank you for your time and assistance.
