Blade 15 (2022) throttling at low CPU temps

I have had major performance issues on my Blade 15 (2022) rz09-0421 (3070Ti, 64 GB RAM). Every click, opening a folder, booting, lags or takes forever. I reset Windows, reapplied thermal paste, updated all drivers, BIOS, firmware. Nothing works. BD PROCHOT flag is on most times, even at low CPU temps (<80 dC). During a CPU test on Cinebench, HwInfo and Throttlestop show CPU temps <80dC, CPU spikes of only up to 1.5 GHz, power only up to 20 W. I read online to deactivate BD PROCHOT in throttlestop, but its checked and greyed-out, meaning most likely that firmware is preventing me from deactivating it. Does anyone have any more suggestions? Is it the best option to get the motherboard replaced? Thanks
