Blade 15's GPU and HDMI issues

Hello, I've had my Blade 15 (RZ09-03017E02-R3U1)for close to a year and recently my GPU (RTX 2070 Max Q) started having trouble sustaining its core frequency during moderate usage. I ran several benchmarks with 3DMark and it shows the laptop underperforming other laptops with similar setups by a pretty big margin. The HDMI also started having issues playing sound when connected to the TV. I tried restoring the system to factory default settings but it didn't help. Can I send it in for repairs?
