blade stealth late 2019 to external monitor

I've got a razer blade stealth 2019 w/ 1650 max-q I have this hdmi issue where while the dongle can output the sound and display, one monitor[it's a 22" samsung hdtv from maybe 8 years ago] flickers frequently, like it gets disconnected, and with visual noise (image attached) and another monitor [a devant 40+"] where it works fine perfectly with no flickers BUT after a few minutes, it'll flicker once or twice and then colors bleed out(chromatic abberation). I don't know how to fix.I've used multiple dongles. For reference, my alienware 15 r2 does not have these issues when outputting via hdmi on those same devices with the same cable. help?
